Secretary An Wei and his delegation visited the Aerospace New Materials Institute to observe Zhengzhou City's key project—the city's first-quarter major project construction review meeting, held as part of efforts to secure a strong start to the year.

Before the meeting, Secretary An Wei led a delegation of more than 40 members from Zhengzhou’s city leadership team, along with over 30 members from xingyang City’s leadership team, to form an observation group. They visited Zhengzhou Light Alloy Technology Research Institute Co., Ltd.  (hereafter referred to as “Kongtian Xincai Yuan”) in xingyang City to inspect the progress of key projects on-site.

Dr. Xiao Yang, Director of the Aerospace New Materials Institute, warmly welcomed the guests and provided a detailed explanation of the company’s cutting-edge R&D achievements in aerospace and aviation new materials, as well as the "Starship-Projectile Landing Plan." He highlighted the company’s standout products, such as magnesium-lithium alloys and stainless magnesium, delving into their development processes, unique performance characteristics, and real-world applications in the aerospace industry. This showcased the company’s robust expertise and remarkable innovation capabilities in the field of advanced materials.

Secretary An Wei praised the rapid progress of the Aerospace New Materials Institute's project, highly commended its scientific and technological achievements, and expressed strong optimism about the project's future prospects. He emphasized that new materials are a vital component of the nation's strategic emerging industries, playing a crucial role in driving China's high-quality economic development. Secretary An encouraged the institute to accelerate construction efforts while continuously innovating and achieving breakthroughs, ultimately contributing even more significantly to the growth of China's manufacturing sector.

The Aerospace New Materials Institute is a key project in Zhengzhou City. With strong support from the leadership team of Xingyang City and the Zhengzhou New Materials Industry Park, the institute was rapidly completed within just one year! Currently, construction is nearly finished, and production is expected to begin by 2024. The project has established several national and provincial-level platforms, adopting an integrated "Industry-Academia-Research-Application-Finance" collaborative innovation model. This approach will serve as a benchmark and guide for advancing high-performance lightweight alloy technology, fostering greater innovation awareness and capabilities, optimizing resource utilization, and driving Henan Province’s trillion-yuan nonferrous alloy industry toward more innovative, clustered, and sustainable growth—ultimately enhancing the province’s global recognition and overall influence.
Following the event, Zhengzhou City held its quarterly meeting on the observation of major project construction and a campaign to ensure a strong start to the year. During the meeting, An Wei emphasized the importance of adhering to the "Three Benchmarks" guiding principles, prioritizing projects as the key driver for economic growth. He urged officials to step up boldly, take on greater responsibilities, and deliver outstanding results. Everyone was encouraged to go all out—matching others' efforts tenfold—to boost the economy, stabilize growth, and foster sustainable development. With an unwavering determination to "work harder than others," the city is fully committed to achieving its ambitious goals for the first quarter, ensuring a vibrant "strong start," sustained momentum throughout the quarter, and continued success for the entire year.

We must strengthen innovation, boost momentum, and fortify industries—placing a strong emphasis on innovation as our guiding principle. Accelerate the deep integration of the innovation chain, industrial chain, financial chain, and talent pipeline, while making every effort to empower market entities to grow stronger and larger. This will help expedite the cluster-based, chain-driven development of industries.

We must attract more investors, focus on attracting large and innovative businesses, and consistently adhere to the "50/50" approach—assigning half of our resources to lead the charge while mobilizing all team members for comprehensive investment promotion across 20 key industrial chains.

To create a favorable environment, deliver excellent services, and ensure robust support, we must continuously optimize the business climate, effectively implement and deliver on policies that benefit enterprises, and truly serve as the "attentive shop assistant" for businesses.

We must firmly enforce leadership accountability, refine the coordination mechanism, implement rigorous performance evaluations and oversight, and foster a strong culture of decisive action and execution—ultimately delivering a satisfactory outcome to the Provincial Party Committee and the people of the entire city.

He Xiong urged the need to expand effective investment, accelerate the progress of major project construction, strengthen project planning, and make every effort to secure projects that drive investment.

We must focus on attracting big, high-quality investments and strengthening our capabilities, while strategically coordinating spring investment promotion initiatives and expanding efforts to attract foreign investors. By striving for new breakthroughs in attracting investment, we aim to build momentum for high-quality, sustainable development.

To sustain the consumption boom, we must prioritize boosting spending in sectors like culture and tourism, as well as conventions and exhibitions, continuously enhancing consumption's role as a driving force for economic growth.

To strengthen county-level economies, we must vigorously develop new forms of productive forces, continuously optimize the industrial structure, bolster growth momentum, and strive wholeheartedly to achieve higher rankings.

We must deepen our support services for businesses, doing our utmost to help companies overcome challenges, bottlenecks, and pain points, and thereby enabling them to quickly reach full production capacity.
The meeting also outlined plans for effectively carrying out the Fifth National Economic Census and ensuring safe production. Representatives from the Aviation Port District, High-Tech Zone, Zhongyuan District, Gongyi City, as well as the Municipal Bureau of Commerce and the Bureau of Urban Construction, delivered speeches.
